IOC ducks Russia decision

So faced with the hard question on whether or not to issue a blanket ban on Russia taking part in the Rio Olympics the IOC has dodged responsibility and palmed the responsibility off to the International Federations of each individual sport:

Problem is that given the timeframe it's unlikely that many federations will be able to conduct the necessary inquiries in the time left. The IAAF had already banned Russian track and field competitors, and had it's decision upheld. It however had a huge report detailing abuses and months of lead time to work with.

Frozen Waterbottle + Fan = much colder wind?

My niece was here this morning for some reason. She told my mother that she found a solution for the hot tempatures in her house.

She puts a frozen waterbottle in front of her fan and according to her, it blows much colder wind because of the frozen bottle that's standing in front of her fan.

Now, my mother has some doubts about that theory and to be honest, I think it sounds like woo.

So, my question is: "Is this this true or just some sort of Pseudo-science"?

I am not sure if this is the right spot for this or not, but here goes....I run a group with 1700 plus members, on which I sell products that arrive at intervals. presently I have people pm me with their orders which ends up unbelievably hectic and nuts. my poor laptop freaked out last week with the rapidity of the messages coming in,
No my question is this, is it possible to set up a shop or selling system whereby I can have a simple counter? where I could enter say ten black dogs and people click on one to purchase and it automatically counts down?
I have asked a computer guy to look at it, but he's proven to be totally unreliable..
