Does Motive Matter

Does it matter if someone's killed due to political or racial or any other matter?

Does it really matter if it's a 'hate crime' or a 'terrorist crime'?

Aren't they all just crimes?

Isn't it the result that's important? Why should we care so for motive when, for the dead or wronged party, it doesn't really matter?

Why does motive matter when we adjudicate on crimes? I would posit that it's the actions and outcome, not motive, that should be considered when such things as 'terrorism' and 'hate crime' are discussed.
