I was leaning towards the city until I read that the majority of complaints were coming from a mere 4 households.



PS I used to live downwind from a paper mill, so I can appreciate the problem of "obnoxious odors," but I don't offhand think that gives the city the right to some militant action based on the whining of a very small % of the populace.
