Should Police Be Allowed to Do This?

About 20 years ago, I bought The Court TV Cradle-To-Grave Legal Survival Guide by Little, Brown and Company. I bought it as a lark, but I am glad I did. This book is invaluable. I've read it cover to cover (it is very easy to read too). And eventually I go to the section on what to do if you are arrested.

Did you know, despite our right against self incrimination, the police can still resort to all kinds of underhanded things to get you to confess? One trap I read about esp. troubled me. The police will tell you, okay, we have a deal to make with you. Confess to the bigger offense, and we will charge with a much lesser one. The only problem is, it's a trick! The police don't have the power to make a plea bargain. Only the prosecutor does.

I know evil people are evil, and deserve to suffer and all that (also forgetting for the moment many crimes are victimless to begin with, too--and just as vigorously prosecuted). But still...

Should the police be allowed to do this? To me it sounds despicable. Am I alone in feeling this way? After all, we don't want a police force as low down as the people they arrest, do we?
