What is all the background junk on tv called?

I'm not asking about the tv shows themselves so this doesn't fit into the entertainment forum, I'm asking about that flying, swirling, whoosing multicoloured computer-generated garbage that forms the framing for tv news programmes. What is that stuff called, in the industry that uses it?
