I know they used to be static and therefore easy, but then they went to dynamic and so couldn't directly tie someone to it......but that's just the last set of numbers, isn't it?
The gist is someone I know has a web site with a troll/trolls and is trying to figure out if they can ID if when someone new comes along it is (even if only "beyond reasonable doubt") the same person, ie if most of the ID is the same, how likely it is that it's the same person etc. Neither of us are network types so thought someone here might have some insights...
