A quadrillion-watt laser - what the hell?

I looked on Google, and it appears that the total electrical generating capacity of the US is 1,063 gigawatts.



So what is the story here? Do they have some kind of capacitor so this thing can generate that output for a tiny fraction of a second, or what?
