"Connection has been reset" - now website access

I'm gonna need to fix my brother's computer this weekend, and could you some tips on how to proceed.

Summary: during the week, he found he couldn't get to any websites, using either Firefox or IE. He keeps getting "The connection to the server was reset while the page was loading".

OS: Windows 7

Wireless connection to router.

Worse: anyone else who brings their laptop, can connect to his router with no problem, and can surf the net. So, of course, the ISP says they won't touch it.

His computer says he's getting great signal to the router, and there are no error messages at all or indication that it's having any issues.

Did IPconfig /all on another computer; One IP address 198.168.x.x, simple 198.168.x.x for gateway and dns.

His computer: IP address 165.x.x.x "(tentative)", and some other gateway and dns servers that the computer seems to have pulled from the netherworld.

I suspect that the computer is giving the ethernet port top priority on bootup, and not finding a network, is just assigning it a bunkus ip, and then when he tries to connect through the wireless, the bunkus ip is getting no where.

Anyhoo, any advice on how to proceed (besides giving $99 to the computer manufacturer), would be appreciated. I'm thinking of 1. connecting his computer with an ethernet cable to router, then 2. disabling the ethernet port, and 3... ?
