CCTV footage quality

I am puzzled by the atrocious quality of CCTV footage. Could this not begin as reasonable quality and be soon after degraded. Time after time we watch low quality video of critical events.
This is a subject for surveillance and data storage afficionados, maybe I overestimate storage capacity and misunderstand the cost benefit construct.
