How would you do it?

If you had the necessary power, people, & means etc, how and where etc how would you go about establishing a clandestine space program?

In other words how would you accomplish that which some suspect/claim has already been accomplished, including a colony(s) on Mars?

Of course you'd have whatever you need such as:

* all the money and all the secrecy you need
* access to existing programs/industry etc and their personnel
* guarantee it wont be taken seriously or reported by media if leaked.

What else would be needed?
What would you do to minimize detection?
Which kind of locations would work best on Earth/Mars?

Military or civilian style?
Stand alone or part of navy/air force etc?
Would you be able to or want to stealthily piggyback on existing programs for some parts of it?
